TfGM start procurement for new Metrolink infrastructure contract

Transport for Greater Manchester (TfGM) has started a procurement process which will deliver an up to £1.6 billion investment into the infrastructure of Manchester Metrolink. The new contract will cover Metrolink’s asset renewals programme, and could also include other improvement works.

The Metrolink Assets Renewal Programme concentrates on renewing the current infrastructure of the network, including track, overhead line equipment and the distribution system that provides power for the trams.

In addition the contract could also include a wide range of additional works, such as Metrolink stop improvements, new Metrolink stops, line extensions, next-generation vehicle infrastructure, Access for All rail schemes and Travel Hubs.

The procurement process will start with a market engagement phase which will allow interested suppliers to provide feedback on the proposed approach to delivery, taking into account its potential scale, variety and complexity.

The contract is due to begin in 2027 and would last for up to 12 years. This period is likely to coincide with significant change for transport in the region with major investment expected in developing the complete transport network as well as housing and innovation to boost growth, create jobs and deliver benefits across all boroughs.

The Preliminary Market Engagement (PME) and Planned Procurement Notice (PPN) were published on 28th July 2025. Following expressions of interest, up to 10 suppliers will be selected for one-to-one workshops to explore their feedback in more detail.

TfGM are keen to understand suppliers’ views on different delivery models, including delivery partner arrangements and the feasibility of bundling multiple workstreams under a single contract to drive efficiency and reduce disruption.
